Windows Explorer Strange Behavior

Is it really possible to "boost" 6 V DC to above 50 kV? for some time, my laptop r windows is showng strange behaviour... Happy 4th! <3 Presto. Is it possible to have a 3x3 matrix which is orthogonal as well as skew symmetric? useful reference

It's so jumpy I can hardly use it. It also happens when I open Charms, Change PC Settings, PC and Devices, Devices. MS should tell us why they torture us with such a "jump" feature. So I don't think that it's a faulty drive controller that's causing this anymore.

As a side effect of removing all thatjunk there is no more folder jumping to the bottem and then I have to bring it back to where I want it. But I am trying my luck for a solution because there might be others who have had the same problem and therefore know how to overcome it.
