Laptop Sound & Video Lagging/Stuttering

I have Windows 8.1 and still have he issue. 64bit Lenovo desktop with Bose system..Doesn't happen when I am watching netflix or a streaming a Recorded show. In most games at 1680x1050 I am sitting at anywhere between 15-50 fps on low settings most of the time. this content
Hope this helps someone figure out the root cause. They have drivers specific for each OS version, including Windows 10. to say that you sir are a bloody GENT... But, I am unsure on what to upgrade on it. I used a tool called NetStress to send/receive multiple streams of TCP/UDP data to/from another computer on my network. I updated (then rolled back) video drivers, re-installed (repaired) Windows (7X64), etc etc and almost decided to just live with it.

Laptop Buzzing Noise When Playing Music After this, the audio went haywire, stuttering and chopping anytime I moved a window or did anything in games.
The problem occurs the most while watching Netflix and playing games, but happens pretty regularly in general. after boot at the login screen, the mouse moves extremely slow, and has lag. sometimes it's mild, but sometimes it's super laggy and stuttery.
Now go to the graphs "DPC CPU Usage" or "Interrupt CPU Usage" (depending where your high CPU usage occurs) and select the interval, make a right click and select "Load Symbols"

Obviously something is misbehaving, which is strange as I haven't installed anything new recently so it could have been an automatic windows update or something? The problem only showed up if I used both TCP and UDP, and if each one had at least 4 connections. First my sound started stuttering and choppin while watching some YouTube videos and that spread to everything else(games and applications). and perfect timing because im trying to sell my notebook this weekend...
