I have just experienced the same problem in 4.7 after moving my site to a new server. The fix was easy: change php.ini so that the line reads "session.auto_start = 0" and it Drupal now works! Yours appears to be the client side browser issue. But it appears that drupal stores a different value in the database than the one displayed on the screen. Using the 4.7 version of Front_page, as well as Drupal 4.7.

I could log into my site only on Firefox but not on chrome.
